Migrating a website

Hi all,
I will be migrating a website from one company server to another
(intranet). I'm taking over the site from another group and there are
thousands of documents associated with the site. The two major tasks I will
be tackling are 1) Re-designing and restructuring the site and 2)
maintaining link-integrity.
Currently, there's no clear file structure, everything seems to be all in
one directory with only a few sub-directories. There are links all over the
place to pages within the site and links to other internal & external
sites. Similarly, there are other web sites with lots of links back to this
site.
My plan is to leave the original site in place while I work on creating
(basically) a whole new site with all the same content. Then, when it's
time to "go live", I would place re-direct pages in place of all the
original pages for the convenience of those with links & bookmarks to the
original site.
Does this sound like a good plan? Does anyone have advice or experience
with such a project? Is there anything else I should consider?
