background problems in Netscape 4.7

I am working on a page which is temporarily located at 
http://www.bkrweb.com/progress/cits/index.html .  This page is far from 
done, but I've discovered (what I consider to be) a major problem.  Viewed 
in ie5, it looks like I want it to.  Viewed in Opera 5, it looks like I 
want it to.  Viewed in NS4.7, everywhere the background image should be 
there's black.  Can you check it out and let me know if you have any ideas 
why.  I've validated the CSS -- it checks out.  I'm working on the 
HTML.  I'm getting the error message that the border attribute is not valid 
for the img tag in 4.01.  Is there a css way to avoid the border around 
images that are links?  Or some other way to do this?  But I can't imagine 
(or should I) that this would cause the black background.
