stupid frames question - addendum

Sorry, forgot to add that I'm also trying to make this frame border 
colored. Again, not working cross-browser. Is any of this doable in CSS?

I don't usually use frames for sites, for a number of reasons. I have a 
reason to do so this time, however, and I'm running into a wee bit of a 
snag over frame borders.

How does one create a 1 px frame border? I'm obviously not up to snuff on 
which of the attributes work in IE, and which in NN. I can't seem to create 
a solid (unshaded) frame border in IE5, NN4.61, NN6.01. I've got a nested 
frameset (two top navigation frames, main body content frame). I seem to be 
able to make it look right in NN4.61, but not in 6, and some combos work in 
IE, but not in NN. Is this one of those things that just isn't gonna work?
