Not necessarily. There are a couple of ways of making .htm(l) files parsed
for SSI on apache (eg, XBitHack and AddHandler) both of which can be turned
on from .htaccess.
This is also a good reason for using multiviews to hide your extensions,
but that's probably beyond the scope of this list.
