This one confused me for a while.
Structural markup says "this string is that type of element" and leaves it
at that. Presentational markup says "this string is that type of element
and it must behave in a specified way". When you add the target attribute
you are taking a link and specifying how it behaves.

Not all devices that access the web have windows - just as not all devices
that access the web have colour, or even graphics.
