>Your competitor might be talking about something that WebPosition explains which is that adding more keywords will render each individual keyword less important.  Hence the doorway page practice where each individual page targets ONE keyphrase making the words in that phrase much more "important" to the search engines and increasing the chance of a higher ranking.  If that's what he/she is talking about, sounds like either he or your customer is not quite understanding the idea.
