Jay and Larry,

I hope I'm not missing the point, here, but you can view the css file by 
typing its URL in the web browser's URL address box.  I found this to work 
in NN 3.04, IE 5 and Opera 5 (for some reason, though, I can't get it to 
work in NN 4.08).

In this case, the page URL is:
http://www.worldwide-postal-rates.com/test/index.html

The style sheet is referenced by:
<.LINK REL="STYLESHEET" HREF="rates.css">

So I typed in:
http://www.worldwide-postal-rates.com/test/rates.css
in the address box of the browser and was able to either see/or download 
the CSS file.
