The rep is wrong.  My experience with UltraDev/Cold Fusion databases have 
only been with the database on a Unix server.  Specifically,  we connected 
to an Oracle database running on Linux as well as Solaris.  I do not have 
the specific details you asked because I was not the Oracle DBA nor the 
*nix sys admin on the project.

Next time that rep shows up, point him/her to 
http://www.macromedia.com/software/coldfusion/productinfo/matrix/cf5_matrix.pdf 
where they will see a CF database runs on various flavors of *nix.

Then look at 
http://www.macromedia.com/software/coldfusion/productinfo/datasheet/cf5_datasheet_4pg.pdf 
where they will see CF Server 5 Professional and Enterprise versions run on 
Windoze and Linux (with Enterprise also running on Unix - Solaris and HP-UX).
