It's the style attribute on the paragraph that begins "Note: the CITSCAPES 
website has undergone a structural...". Taking this out solves the problem 
- see http://aamcf.co.uk/temp/cityscapes . Put the style into a class in 
the stylesheet and apply it to the paragraph that way. If it still causes 
problems in Netscape 4, drop the border.

Netscape 4 has trouble dealing with inline styles used on table content, 
particularly when borders are set. My favorite example is on
