Entrepreneur ....getting started!

Howdy, all!  Here I go again, trying to get a small web development business off the ground.  I have been doing Intranets for a couple of years with my current company but I want to start doing some "on the side" development for myself.  I'm planning to start with some small site/page development first and work up from there.  

I do not plan to do any hosting yet, as I don't have a server, but that's in the wings for future possibilities.  I am very confident in my ability to provide quality to a customer, but have no idea how to convey that and how to get started.

Can anyone suggest good resources that would get me started?  I am looking for all (pertinent) information I can find, such as:

- How do I get my business registered, licensed, filed, etc.  All that government stuff?
- What should my portfolio look like?
- what are customers really looking for?
- What's the best/most cost efficient way to get my company out there?

..and, last but not least...
- What should I be charging per page/site for development?  I haven't done this for anyone but my company before and I am salaried there so I have no clue!

Answers to all of these questions that, I'm sure any "entrepreneur on the move" would need to know, would be greatly appreciated.
