Web Page Design-feathering an image

Being as this is for a non-profit you may be able to get PhotoshopLE 
as I did by buying a scanner that came with it at no extra cost. It 
doesn't have all the features of regular PhotoShop but it has served 
me well over many years. I also have Fireworks but I find it much 
harder to use so prefer Photoshop and especially for photos.

Here is how I feather an image:

Open image

highlight area you want feathered

Choose "select/feather" and choose about 8 pixels (you can adjust 
this later if it too wide or too narrow). You may not see a change 
until the next step.

Copy/paste this image onto another background so feathering will show 
up (light background for dark image, and visa-verse)

These instructions should work in any graphics program, but maybe 
with different terminology.
