Frontpage Navigation Bar

Help!

I have a navigation bar in my bottom shared border using Frontpage 98 that 
WILL NOT SHOW UP regardless of what I do.  I really don't understand why, as 
I use this feature all the time and have never had a problem.

Will someone please help me understand why this is happening if you have ever 
run into this before?
