Need Help with Definitions...

Hey guys..  I need help with break down on what some of these META tags do... 
 and why does the HTML tag have  "LANG=en-US"...  is that Language= 
english=United States?  whats the purpose of that??  Im not sure i understand 
what the purpose of some of these META NAMES are for either... or if some of 
them are even necessary..  like the META NAME="ROBOTS" CONTENT="ALL"...  isnt 
that a duh anyway..  once they submit their site to a search engine?

If you can help.  I would appreciate it..  ((thinking I should invest in some 
HTML and JS books..  any suggestions?  a book with the most direct answer 
would be FANtastical  :)  )))
