I would have said the same - if the problem hadn't happened to me on some 
tables I was working with.  After tearing my hair out for several hours, I 
friend suggested I get rid of the empty cells as spacers and place that gif 
in there. End of issue.

Does it happen all the time?  As testified here, no.  Could it happen? Yes.  
The empty gif might be the answer to a Netscape mystery - that is the reason 
I brought it up.

*Never* is only until it happens....  :-)
