Strange behavior

Empty Anchor doesn't work.  It is requiring a non-blanking space
( "&nbsp;").

I inherited a long page with a table of contents at the top,  and
many paragraph size content blocks below.

Users typically find a topic from the table of contents, click on the
link, and are taken to the corresponding section far down in the
page.   After reading the corresponding block, they will want to
use the "index" (at the top of the page) to locate another section. 
Becuase it is many, many screens long, at each section
heading, there is an up-arrow gif with a link to the top of the
page.

The entire page is built with a Table to controll layout.  The table
is a simple one row, three cell table.  The left and right cells
simply provide narrow colored borders for the page.  The inner
cell holds the content of the page.

The original writer of the page placed an anchor tag with attribute
NAME="TOP" at the top of the inner cell.  I thought it would be
better form to put this anchor above the entire table block, and
moved it just below the "BODY" tag.

When I tested the page (in IE3), clicking on my up-arrow gifs sent
me to the MIDDLE of the central cell, not the top.  Whe I added a
non-blanking space to the "TOP" anchor tag, it worked.  Can
anyone explain?
