PERL/CGI Training

Hello everyone!

I have been studying for quite a while now to get in the web design field, =
but have never quite been able to figure out exactly what I need and how =
to go about learning PERL/CGI scripting.

I've been told that you need a web server to make it work, but unfortunatel=
y, I don't have that kind of money.  Is there any way that one could learn =
PERL/CGI on their home computer without having to pay obscene amounts of =
money to do so?  Thanks in advance!
