Best Way To Add Mouseover Buttons?

I want to add buttons to a web page and would like for them to have
mouseovers.  I've tried using a Java applet but I'm not totally happy
with the delay when Java loads and the size of the script.  I'm also
concerned about compatibility between browsers. =20

I'd really like some input on what would be the best way to accomplish
this.  Thanks in advance.
