Domain Expiration?

Hi gang,

I've been eyeballing this domain that has been registered,
it looks like it needs to be renewed, but I want to make
sure I am looking at the right thing. Here's the record:

Ok, now am I to assume that the domain was
registered/created on September 26, 1997, and the renewal
date would be September 26, 1999?  If this domain name has
been renewed, shouldn't it have a later "Record last updated
on" date--like September 26, 1999 or so?  If this is the
case, then why the heck is this domain still unavailable for
others to register it?

If I am way off base on this one, is there any way I can
tell if the domain has been renewed by the registrant?
