And yes, as others have said, follow instructions to the "T".  Different
governmental organizations have different requirements/capabilities and some
can be drastically different from one another  This usually means tailoring
things a lot.  When in doubt, the best bet is to contact someone within that
organization.  Difficult, but still the best bet.
