I do not know of any reason why this would not be allowed per se. However,
be aware that there is a lot of illegal smuggling/selling from abroad of
tobacco in the UK at the moment, where people bring in huge amounts of
tobacco from other EU countries. It is supposedly for "personal use" only
for it to be sold in pubs/clubs/street corners.

There has also been an increase of spam advertising tobacco/cigarettes in
the UK newsgroups recently.

The problem has grown to such an extent that the UK government has decided
that as from next year I believe, all cigarettes sold in the UK must have
something like "UK Duty Paid" covering about one third of the packet. With
the health warnings this doesn't leave a lot of room for the company name
:-).
