Hello Ellie,
Not quite sure that this is the correct list for this, but here it goes. I
would recommend Dreamweaver 2. You can make a template and lock certain
areas of it. Of cause they can be unlocked by your client. However unsing
locked areas will make sure (well... almost) that your client won't change
the basic design by accident.
