Not sure if it will help, but if you go to
http://www.adobe.com/products/acrobat/readermain.html
and go to the words "test drive adobe acrobat on line"
and follow the links to the free trial, I believe you can make a PDF 
document yourself. I had heard that they allow one to make up to 10 PDF 
files for free, don't know if that's still true?

I have the PDF writer, and Word, but not MS Publisher installed. I know 
that to open the file, one must have the same program installed that 
created it.

But, possibly you'll be able to do it yourself anyway?
