if you have someone in house that is good with photoshop and/or illustrator , 
why hire out? you save money, and can be more independant. You dont have to 
wait for the graphics guy all the time. If possible i'd keep graphics in 
house.  If it's a huge site and you have noone with much graphic experience 
then i would suggest hiring a graphic artist that would be part of your 
design firm/team.
