Best choice for system adminstrator?

Hi,
My firm is setting up an inhouse server. AT the current time we are leaning
toward a Cobalt server, but am still researching our alternatives.

We are trying to decide which of our employees, if any, should be
responsible for maintaining the server, setting it up, trouble shooting,
etc. We have web designers and developers with minimal programming
knowledge, a mutli-media expert and a programmer who knows asp, php3,
mySQL.

 My question is, for those who who inhouse servers, who maintains them for
you, what other skills do these people have? Do we need an expert, or can
anyone take a class in server set-up, etc., and be a server adminstrator?
