Please critique new site

Hello all,

After repeated frustration with Netscape's inability to properly handle table
backgrounds, I converted this site to frames. My apologies to all those who
hate frames, but I am interested to know how the noframes version looks.

Some of the information is not yet available to me pending acceptance by the
client. I am mostly interested in knowing how well it loads, and the look and
overall feel and any adjustments that need to be made.
