It's easy. Within arachnophilia:

1. open your arachnophilia installation directory
2. open the "templates" directory
3. make a copy of document "template.htm[l]" - you never know ;-)
4. open the document "template.htm[l]"
5. replace
    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2//EN">
    with
    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
    or, if you want to be a good WAI-girl (and maybe have some more
headaches), with <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Strict//EN">

That's all :-) All your new pages will claim to be HTML 4.0 now when
validated against http://validator.w3.org/ and http://www.cast.org/bobby/.
Of course, you can change your existing pages the same way... but be sure to
validate them before publishing!
BTW: arachnophilia's tools "Analyze" and "Beautify" only check for correct
order and nesting of tags; it is NO validation of doctype!
