Your index page was excessively heavy in file size. It took about 2 minutes
to load. That's way too long.
Your animated logo:

is 85k in file size! If you insist on keeping it, run it though Ulead's Gif
Animator and optimize the color palette. I ran it through and was able to
get it down to 40k. That's still real big. I would reduce the number of
cells. Sure, it'll look less fluid, but it's a good compromise, IMO.

If you reduced the pixel size of the static logo:

you wouldn't get that nasty horizontal scroll bar at 640 screen res.
Must all your banner links at the bottom be so large? I would reduce those
at least 50%.
Why did you strip out the:
<meta name="GENERATOR" content="Microsoft FrontPage 2.0">
tags?
Why do you make some text look like a visited link? IMO, I would not
underline the text. It's too confusing. Bold and/or italic will suffice.
I do like the background. It's good to see you have full (and I mean full)
contact info at the bottom of every page. Good thinking.
