First off, spamming your <meta ="keywords"> tag is only going to get you
dropped from any of the major search engines.
http://www.searchenginewatch.com/ is an excellent source to learn about
this - as well as a place to learn how to play by the rules.

Your title graphic is too large both in file size and in pixel size, IMO.
Using Ulead's Smart Saver (http://www.ulead.com) I was able to shrink it
from 27k to just 14.8k.

At my screen res, your links aren't centered. Try forcing a line break so
that you have 2 even rows at 640 res.

I would not employ so many <HR>'s.

On your books.html page, why not include a few personal comments about each
book you are recommending?

I'm not sure about the color red for a font. Perhaps it's just me, but red
seems to imply a sense of danger or warning. I would pick another color.

Wait, on some pages the first paragraph is in red and on other pages it's in
black. Please pick one color and stick to it. Continuity is key.

You have quite a few useful links, but IMO your site lacks a sense of style.
Might I suggest that you spend some time surfing and find sites that inspire
you. I'm not suggesting that you copy someone else's work, just that you get
some ideas to create your own work from. Some excellent sources for
