Kathy,

I only checked a few of your links but noticed a few "minor" annoyances :(.

1) Even if you're going to use frames make sure all pages have a link back
to your home page. It keeps from losing those who open links in a new
window.
2) The WWW is a global community. Therefore, you should identify the
location of the PGHBA in a) your title tag, b) your meta descriptions, and
c) your index.html home page.
3) Consider an "about us" home page as the initial content of you frame
instead of re-inserting your index.html. This could also address the "where
are we now?" confusion.
4) Your directors might appreciate inclusion of "official" postal addresses
as well as e-mail.

You've obviously put a lot of thought and effort in this site. This is
excellent for a "first" effort.
