Actually, a frameset document shouldn't have a <BODY> tag at all:
http://www.w3.org/TR/REC-html40/present/frames.html#h-16.2

And why not offer a non-frames version of the site instead of just saying:
"Viewing this page requires a browser capable of displaying frames."?
