Critique Request

I would be very much appreciate some feedback on my site at:

I completed the site a couple of years ago -- it was the first one I had 
done.  I am in the beginning stages now of overhauling the site and I would 
appreciate any input that might be offered on the weak as well as the strong 
aspects of the site.  Is it easy to find information in the site; should a 
navigation bar be added; would it work better to have a brief introductory 
page and then the more detailed information on secondary pages?

I have run the top page through the W3C HTML Validation service and it 
validated as HTML 4.0 transitional.

Thanks so much for any advice you can give me.
