&nbsp; is a quick way to create blank spaces.  The page you're referring 
to uses a series of &nbsp; to do just that.  There are a couple other 
ways to do that such as using a transparent GIF image or tables.  In 
that particular case, I would use &nbsp; even coding manually.

As far as <center>&nbsp;</center>, I didn't see it used in that 
particular page.  However, I have seen something similarly weird in the 
past.  I guess somehow the WYSIWYG editor interpreted from a certain 
input from the user.  That's why it is a good practice to clean up the 
HTML file after using a WYSIWYG editor manually.
