    The biggest thing I see on this site is that while you use tables
to position some elements of the site in other places you do not. In 
those places where no tables are used (esp. welcome page top) the 
text tends to run off or very tight to the left margin. This makes it
very hard to read and forces the eye to the edge of the window which 
makes it hard, for me at least, to want to keep reading. I know it is 
tedious to tweek all those sections and add  tables to them but I 
think some "white space" on the left side of the page would make it 
a little easier to read and unify the look ... you have indented 
blocks of text using tables , so use tables to place the rest of the
text in a relative position eliminating the tight to the left then
a large white space to the left with text near the center then back
to the text tight to the left effect. I think that would make it 
flow for the reader so they get the message you are trying to convey.

P.S. the color on the border is annoying to me but to each their own,
