Russian Travel Agency Site

I would like to request a critique on a travel agency site.  Please 
excuse the heavy use of nested frames on a commercial site (requested by 
the client).  A few of the pages are still under construction.  I would 
like comments on the design, navigation, and functionality; especially 
how the frame effect looks on various browsers.  I'm concern that the 
frames may get all bent out of shape at different browser settings.
