Phillips Group commercial site (near-final)

After a major delay, the Phillips Group site is
progressing again. Comments will be appreciated.

(it has been moved to use SSI, some pages have no content
and will give error messages in the body. waiting on the
client...)

The image and "welcome to the phillipsgroup" graphics are
not final and will be changed. Images will be properties,
staff, office, scenic vancouver, etc. Again, waiting on
the client.
