Suggestions for International Societies divergent sites

Hi,

I  look after a "poor" international society,and have a budget of zero to
work with. So far have managed to get a site running on a campus machine
here at UCR.

Later this year, there will be a conference in France, and I need to
coordinate with the webmaster there, as once the meeting is over I get to
keep it for the achives.

I'm not having much luck, with a 9 hour time difference, and a language
barrier,  communication has been slow and inefficient, and so little
progress has been made.

I'm corrently soiciting suggestions on the two sites (which are quite
different) on how to bring them together.

So far I've made my colour scheme a little more similar, and corrected
numerous spelling mistaked - though I'm sure there are plenty left, and they
have added a link back to my site. 

Basically I'm looking for ways to:

1) Improve my site, any serious suggestion will be listend to. Useful
comments are always welcome.

2) Bring the two conference pages together - both pages need to converge,
yet still retain a feeling of belonging to their own sites.

3) Improve the conference pages - the 98 site is the one I worked on (still
not complete), and the earlier ones I inherited. Any suggestions here are
also welcome, it's a lot of data, and my log reports show people still look
at them.
