floating nav bar

Hello, everyone.

Back in April, someone asked for a critique on a site with a floating
navigation bar.  The theme was Celtic and it was quite nice.  If you are the
owner of that site, or if you know how I can reach the owner, please let me
know.  I thought I bookmarked it, but I can't find it.
