these are the three color charts I use most ...

http://www.lynda.com/hexv.html --  non-dithering colors by value ...
http://www.visibone.com/ -- check out the color lab and swatches ...
http://www.users.interport.net/~giant/COLOR/1ColorSpecifier.html ...
this isn't the "safe" colors ... but a collection of swatches with the rgb 
and hex ... supposedly for Netscape 3 ...
