Snow,
The first page design is excellent, however, since
it's a government  job can you get away with having it
work only with IE5.x?

must have IE 5.x.

What about Netscape, WebTV, AOL etc.? 

On other pages, the left menu doesn't fix. It needs to
be juiced up a little and to tell you the truth I'm
not sure what you can do, but it doesn't fit the
original page design.  After the first page I was
expecting something really cool and well, it fell
flat.  Maybe putting the round image as a page
background would help.  You'd have to reduce the
opacity even more of course.  The content and menus
are functional, but the design still needs some work.

I also didn't like the tiling of the background image.
