where to get the "design" rules? maybe [OT]

Hi,

I'm not requesting a critique (although I have in the past), but putting out
an idea to help Killian's blood pressure sit a little more easy.  Why not have
a site giving tips on how to make a site aesthetically beautiful or at least
serviceably pleasing for those who do not have that latent artistic ability?
I for one have searched in many places for such a site, but have only found
many that talked about the "web designing" that is actually more accurately
labeled as "web mechanics" (html, javascript, and such).  Those web mechanics
sites are god given in my opinion because it provides anybody with the ability
to start up a site after a few short tutorials, but there are SOOO many of
them!  while there are NO actual "design" tutorials, well, at least i haven't
found them.   (I haven't ventured much into the famous "webpages that suck"
site, especially since their own webpage seems to suck too in my opinion, or
maybe that's the point, they are showing by example?)   I dunno, maybe
beautiful or pleasing design is hard to teach?  Or too subjective?  I'm sorry
that this isn't a critique or a request for one, but since this has to do with
improving websites and there doesn't seem to be a mailing list on the hwg that
discusses good web design, I figured i'd post it up here.  I hope you guys
don't mind!  Otherwise, what do you guys think of the idea?
