request for a critique

Greetings,

     I am taking part as an implementor in the Guild's Accessibility
Guidelines Implementation Project
(http://www.hwg.org/opcenter/projects/agi.html), which involves
creating or refitting web sites that are accessible to disabled web
surfers. Part of the AGI Project requires that I ask for a review of
my site, either after a brand new site is created, or a before and
after review of a pre-existing site. That is why I am sending this
request.
     Please review the Naval Medical Center Portsmouth Psychiatry site and
provide feedback (public or
private) on it.  The home page is
http://www-nmcp.med.navy.mil/psych/nmcpsy.htm. I am specifically looking at
the following issues:

TEXT ONLY LAYOUT. How does the site look and navigate in a text only
browser, or one with graphics turned off?

TEXT TO SPEECH READABILITY. How does the site work with text to 
speech browsers for the blind?

LARGE TEXT LAYOUT. How does the site look to those who need large 
text in order to be able to read it?

DEGRADABILITY. How does the site look if your browser doesn't support 
HTML 4.0 and/or CSS (style sheets)?

COLORS. How does the site look to those with color vision 
impairments?

MOUSELESS NAVIGATION. How easy/hard is it to move around the site 
without a mouse/trackball, using the TAB key to jump from link to 
link?

I would also appreciate any other comments or suggestions you have. The
site is not commercial but it does contain descriptions of some of our
programs and services.
