The Business list had a BIG discussion about this only a couple of weeks
ago.  Try the archives <http://metalab.unc.edu/hwg-bin/query> and type
"Packages" as the search subject.

It's also a good lesson in how the sensible attitude of list members can
extinguish flames :)
