Well, to make the "down state" of the buttons, you could do what I usually do.
Put the images at the top of your page with a height and width of 1 pixel
like so:
<img src="down_state.gif" width=1 height=1>, etc...
By putting them at the top, there is a better chance that they will load
before the "up states" of the buttons appear.  That way, to the user, the
button change appears to occur immediately. (Which is, of course, the
effect you're going for :-)

IE 4 liked it.
Didn't see any differences with NN4.
Load time was good, even the huge (in physical size) site map gif.
I like the layout and information design.

Colors: Well, lets see... you have gold, red, blue, and light blue (the
text links).
A violet or purple would go well with the gold.  But I'm not sure how red
would fit with that scheme. 
Still, that _would_ be the easiest change to make because it would just
require changing the color of your text links and a couple table background
colors.  (I know how much it sucks having to change graphics.)
You might want to give that a try, at any rate. 
On the other hand, a company called "Technical Assistance Management
Systems" may not take too well to having a color like violet on their site
at all. :-)
