Well, that could be also a third for those of us with $0 budget<g>. Now,
onto your site:

I would lose the "under construction" stuff. Every web site in existence is
under contruction.
I cannot speak to load time because my connection right now is crappy.
However, with what I see on the page I think it is a fast loading site.
Like someone said, a more descriptive title would be nice. At least the
name of the company in the title would work.
I think overall this is fine for your aformentioned time and budget
constraints. I would also use smaller type.
