Oh Neil, this is going to take some doing.

I would first get rid of the frames. I realize they have been known to 
serve a purpose, but that top frame is blank. Approximately one-third of 
the screen is just black.

And, the yellow on the services (excuse me, I need sunglasses).

This is a site where the old design is really interfering with the content 
and message of the site. I think stripping it down would speed things up 
and allow for a far more professional appearance.

So, in my opinion -- start over, start fresh, keep it clean.
