Critique, please

Hey, Guys:

I inherited this site: http://www.hmb-aauw.org/

and in my efforts to remove the frames and the Flash, I turned it into:
        http://www.hmb-aauw.org/emPHP/index.php

Any suggestions for improvement would be much appreciated (but please don't tell me to put BACK the Flash or the frames).  

In particular, anyone know how to make the table borders go all the way up to the top and sides so it's not framed in black.

Please reply directly to me, as I'm on digest and digests seem to be coming mightily infrequently of late.
