Please check out my site?

Hi, my name is Betsy Hale, I'm a fairly new HTML Writer's Guild member, about 
a week or so now.  I've been creating a site that is commericial (but at the 
moment also considered non-profit) in nature.  

I'm concerned about navigation because of the frames, would also like 
feedback on anything you can think of.  Please be aware that on the page 
listing State's Attorneys General - the list is not complete.  Other than 
that, the site is what I consider to be completely ready.
