Reviewed the English Frames version.

1: First off, I'm just going to mention that, in some locales, and with
some mini-surfers (read: children), your "Celebrity" content could be found
offensive. It might pay to put some form of warning up and register with ID
protection agencies such as Surfwatch, etc.
2: Horizontal scrolling in both frame windows at 832x624.
3: I can't stress this enough: validate your code. I'd also ditch the HTML
editor you're using (CoffeeCup) for something better. There are dozens of
coding problems on each page. The majority seems to be empty tags (ie, <P>
</P>), but there's also a lot of useless code as well, such as using
individual center tags on each line:

     All that's needed here is a CENTER tag at the beginning, and a /CENTER
tag at the end. In cases where there's several centered paragraphs or
images, one after the other, only one pair of center tags is needed for the
entire group. The indexeng.html more than a dozen unneeded CENTER tags.

4: The pic0.gif in the nav frame is broken.
5: You've avoided the common problem of placing external webring/award
links on the main page. However, the other external links (Link Exchange,
Starting Point, etc) are very numerous, very annoying, and are most likely
taking more traffic from your site than they are contributing.
6: Perhaps a short introduction on the splash page (index.html) would help
draw visitors in.

        That's all for now. Try cleaning up the HTML coding by hand; I
think you'll see a huge improvement in performance times. Good luck!
