The Doctype declaration is used for validation services of HTML, such as
validaor.w3.org .  This should be at the very top of the page, as it informs
validator on what HTML standard the page should be validated, e.g. HTML 2.0,
HTML 3, HTML 4 and other strains of HTML.  AFAIK this is the only practical
use for the doctype declaration.
