after allen (as the NC chair) turns over the proxy votes to the board at
the member meeting (on the 19th) its then up to the GB to determine what to
do with them. that's when they are actually tallied and counted up. people
who plan on being at the meeting can save their votes till that point in
time (any plus member at the meeting can vote if they didn't register the
proxy) sooooo if the board members wanted to, they could wait until the
general meeting to vote.

as far as i know (and i searched the bylaws yesterday for information about
this) there isn't a set procedure on what happens if there is a tie or what
to do if one (or more) of the top three candidates only gets a few votes.
the procedure basically is that the GB decides.

hopefully there won't be a problem that one of the top three only has one
vote - but i'd like to think that in that case, the GB would realize that
one vote isn't a majority and they wouldn't accept those proxies.

about the time thing ... i've always thought that the guild went by US time
mainly because that is where the guild is based out of (Georgia). if memory
serves me right, we've had discussions on -ops before about what time
standard the guild should follow. and it's always been said that since the
guild is based out of georgia, that's the time we follow.
